The surging growth of state export promotion budgets in the United States should be justified by evaluating the effectiveness of the activities they support. This study relates the assessment of export promotion efforts to the level of state export activity. Multiple correspondence analysis was used to analyse the telephone survey data collected from export promotion officials in 45 states. Findings show relationships among the level of state export activity and the level of effort required for evaluation, the size of export promotion budgets, and the use of selected export promotion activities.

Partnerships with parents are an essential strategy for promoting children's healthy development. Partnerships, themselves, also comprise a context for promoting and sustaining mental health among adults and communities at large. We must foster parents' own development in order to support their role as fully participating partners in mental health promotion; such development guides their abilities and propensity to create and sustain growth‐enhancing environments. The Listening Partners Program is an example of a program that pursued such a goal.

The patterns used by international firms to substitute modes of entry in foreign product markets could be incremental in the chain from exporting to investment (incremental pattern) or could be haphazard and unpredictable (non‐incremental pattern). This study develops models representing the substitution patterns then tests them using data on exporting, licensing and investments flows of U.S. manufacturing firms to Western Europe during the 1980–88 period. The findings suggest that U.S. manufacturing firms at the aggregate level used the non‐incremental pattern.

New South Wales (NSW) was the first state in Australia to introduce a legislative requirement to undertake affirmative action for members of particular target groups in order to achieve equality of opportunity in employment. This requirement was introduced in 1980 as an amendment to the NSW Anti‐ Discrimination Act 1977. Referred to as Part IXa, the amendment required all public service departments and statutory authorities to produce an Equal Employment Opportunity (EEO) Management Plan, setting out strategies by which EEO could be achieved for target group members, and to report annually to the Director of Equal Opportunity in Public Employment (DEOPE) on progress made towards this goal.
